MVD is not defined when exported to IFC

In IFC Export, there is NO Model View Definition in exported IFC.

Restore a tool similar to the removed "Asset Manager"

in the new ORailD / ORD we removed the "Asset Manager" tool; in my opinion this tool is useful for several workflow to assign Item types values from an external souce like Excel and avoid the manual attribution of the Item Values.
