Allow Civil Labeler to work with regular MicroStation Smartlines

Currently, Civil Labeler is limited to ORD Geometry/Elements etc. but sometimes we have regular linework drawn as basic MicroStation smartlines in which we need to call out Coordinates and Elevations. Civil Labeler should have the ability to do this.
