Update Missouri State Highway Shields for Guide sign use

1) Update the Missouri Numbered Route Shield code from M1-6a to M1-5. Add an 18" size. 2) Update the Missouri Lettered Route Shield code from M1-7 to M1-5a. Update the shields and sizes to match those in the attached PDF file.
