Currently, only assigned company administrators can coordinate with their Bentley Success Manager about the potential use of Blueprints for training, coaching, etc. There are currently no means for Users to 1) understand what blueprints are, or 2) understand what blueprints are available. A company administrator, depending on the size and operations of the company, likely has no idea of the specific needs of their users, and they make decisions on Blueprints without User input. If you open up this Blueprint information to Users, Users would be able to request the use of Blueprints from their company administrators.
