This tool was incredibly useful in creating Finished Grade and subgrade terrains, allowing for quick creation of transverse features to control triangulation and slope transitions in intersections and grading. The fact that the lines could be made perpendicular to a third reference line was also very useful.

If the intent is to create features to control triangulation and slope transitions at intersections and grading, I'd recommend using the "Line from Element" geometry tool and add these elements as breaklines.
I loved the transverse feature in Inroads as well. I worry the new tool in ORD to "create transverse geometry" will generate rules that will slow the file down. Also seems to need geometry features to work. Maybe removing the rules or dropping the lines to graphics can solve this concern.
If I'm understanding the request, would it be possible to draw the lines using the geometry tool, set the profile, and add them as a breakline to a terrain?
