Allow a different truck for the Fatigue Load check in LEAP Bridge Concrete Precast/Prestressed Girder module

This addition would allow a truck other than the AASHTO Fatigue truck to be checked for the fatigue load case when the design criteria require a different truck. Currently, it is NOT possible to check the fatigue load case for a live load other than the AASHTO Fatigue Truck, and this is a limitation of the program.
