When a load is defined in LBS, it is defined corresponding to a certain construction stage. However, there is no way to change the stage after the load is defined. The user has to delete the load and redefine it in a different stage. (e.g. allow a load to be changed from stage "final" to stage "initial")

A user defined load does not have to be tied to a construction stage. Instead, it can be assigned/added to different combinations in order to analyze the load effects as required by the user. Therefore, the same user defined load case can be assigned/added to the initial or/and the final stage.
In the "Loads" dialog, when selecting a stage, only the loads for that stage and previous stages can be assigned. So, I can assign an "initial" load in a "final" load combination, but I cannot assign a "final" load in an "initial" load combination.
