Currently when placing an inline civil label along a drainage pipe, the prompts are 1) "Select Elements > Identify X" and 2) "Select Elements > Place Label" which sets both the rotation and placement of the label. It would be better to split the second prompt into two prompts so that the placement of the label is set separately after the rotation is set. Right now each annotation has to be individually moved after placement using the move tool, which is inefficient.
