After following MDL installation and configuration instructions for MicroStation CONNECT, ORD, as well as other Bentley products, the SignCAD Menu works great! However, you still have to go through and individually place every single sign using the "Place SignCAD File" tool. When I'm importing 50+ signs into my DGN, it would save so much time if I could select multiple SGNs to import at once.
