When labeling civil geometry (alignments for example), whichever annotation group that is utilized is copied from the DNGLIB and saved with the active DGN. This is only the case when the geometry being annotated is stored within the active DGN, not when the geometry is referenced in. This eliminates the ability to directly make minor edits to the annotation group on a per sheet basis.

There are workarounds to achieve this functionality, but would be more straightforward if it can be done without them.
