Use Active Feature Definition

In the Feature Definition Toolbar, there is a button to "Use Active Feature Definition" This should be enabled by default. When a users selects a feature definition from the list, they expect that is what will be used for civil elements.

Persist Snaps icon

When Switching between state of a Structure Existing and Proposed, Removed, Etc. we need a way to keep the same Feature we should be able to Either Map to a property to choose the Level to Display or be able to overwrite the Level Via Display Style.
