Survey Decorator for Attributes

It would be wonderful if we could have the ability to toggle on and off survey decorators for Attribute Pairs and be able to configure them in settings just like the other decorators.

Deed Writer - Allow tool to apply for other survey categories

At present, the Deed Writer tool describes boundaries only. We should be allowed to use this tool to also describe easements and acquisitions. For example: If an easement is necessary to be described along the centerline of a sewer pipe.
