Access to full Backstage menus prior to opening a file
There may be times when a user would like to utilitze the Tools, Civil Tools, etc. or change user prefs, configuration variables, etc. Currernty you have to open a file before you can access the Backstage.

If no Design Lenghts in Catalog - Ignore or Set Design Inlet Openings to false
I do not see a place to force in a Inlet Catalog to set "Design Inlet Opening" to false, so I would like the software to assume False if lenghts are NOT in the catalog.
