Add annotation groups for Catchments and Gutters.

The raw-xml is missing Latitude and Longitude information when creating reports. InRoads had this capability, but it appears to be missing from OpenRoads.

Currently, the only datum for drainage annotations is set for invert. Some municipalities require annotation to be placed at grate elevation.

Select multiple annotation groups and click annotate, instead of having to annotate each group individually.

Currently there is only an option to add Rational Method Frequency Adjustment Factors for the entire storm, which affects all catchments. Our GDOT standards require modification of the factor for only C values less than 0.6.
