Surface Templates- Option to create top 3D linear element

Currently, when a surface template is applied there is not a 3D linear element created for the top linear feature. It would be useful to have the option to create the top 3D linear element.

ORD Drainage - Separate CUlverts and Storm Sewer Pipes into Completely Separate Design Windows

Having to click 'Is Culvert' is just one more placve an error can take place in design. Creating spearate design windows for each of these elements will minimize this potential, and will make it easier for reviews as well.

Show vertical elevations and allow for dynamic profile elevation and slope edits in plan view without needing to open up individual element profiles.

Corridor element override

End condition override tool allows edits to part of the template for a selected station range in plan view, but the tool only works with end condition components. Update the tool to allow overriding any component or part of the template.
