Drainage Annotation rotation based on sheet view rotation

Currently, the only rotation options for drainage annotation is constant. With alignments that are curving, our sheets must change rotation. It would save a lot of time spent manually adjusting rotation on each sheet.

Add ability to dual code survey points as one single point similar to InRoads Survey (add option to avoid overlapping annotation on dual coded points)

The biggest drawback to creating multiple points in ORD vs one single dual coded point in InRoads survey is overlapping text in annotation/labeling.
