Add the ability to place banks of conduits.

Electrical and Communications conduits are usually placed in banks of multiple conduits of say 12 conduits which may be of different sizes.

Needs ability to set RIM Depression Depth

When using the Set Feature Definition tool on non-civil geometry, have it include Item Types attached to Feature Definition.

Currently, when using the Set Feature Definition tool to assign a Feature Definition to a non-civil element (ie a dumb MSCE line) it does not include the Item Types that are attached to the Feature Definition.
