Channels Attach to other nodes besides headwall

If ditches do become channel features, KYTC would need channels to then be able to attach to other node types besides headwalls since we have many conditions and locations where they outlet into inlets of various types.

Add profile annotation location option for annotating conduit description only once

If a conduit is perfectly straight, then it is easy to put the description once in the middle, but if the conduit has any bends then each segment gets annotated. Adding an option for annotation frequency with location controls would fix this.

Add the ability to place banks of conduits.

Electrical and Communications conduits are usually placed in banks of multiple conduits of say 12 conduits which may be of different sizes.
